Participatory Design Workshop for Primary Receiving Service

Consultation topic: 

As part of the Ministry's keenness to improve the level of services provided to beneficiaries and involve them in the process of developing them continuously, the Ministry organized a workshop entitled "Participatory Design for the Initial Receipt Service" on 2/29/2024. This workshop was held for owners, contracting companies and consultancies concerned with individual housing for those eligible for housing support from the Sheikh Zayed Housing Program.


Aim of the consultation:
  •  Fulfilling the government's commitment to providing distinguished and effective services in the future.
  •  Involving the community and stakeholders in the process of designing and developing government services, in line with the UAE's digital goals.
  • Reducing the time required to complete the initial receipt service for individual homes.


Decision making:

During the workshop, a number of proposals and ideas were received that would contribute to improving the initial reception service. It was agreed to hold a meeting to discuss these ideas in more depth later.

Outcome

In light of the Ministry's keenness to improve the quality of procedures and simplify them in line with the latest standards and best practices, various aspects of the initial receipt service for individual housing were analyzed and evaluated. Based on the workshop held on 2/29/2024, which included owners, contracting and consulting companies, a set of recommendations were derived that aim to enhance the efficiency and effectiveness of the initial receipt process. These recommendations included new procedures and amendments to existing systems, ensuring the achievement of the desired objectives of developing the service and facilitating its procedures further.

  • Obligating the contractor to complete the electricity and water connection procedures and the completion certificate before submitting for initial receipt.
  • Transferring the signature on the initial receipt letter from all parties via electronic signature with the national ID.
  • Linking the initial receipt payment to the owner's signature on the initial receipt report without signing the payment.
  • Adopting a photo report from the consultant that eliminates the need for a visit from the ministry's engineer.
  • Depositing the amount into the program account if the contract value is greater than the financing value so that the full amount is disbursed through the program.
  • Preventing the initial receipt of the project until all work in the project is completed.
  • Making a list of optional and mandatory items upon initial receipt.
  • Authorizing the program with the authority to intervene in the work of extending the project in the event of a dispute between the parties.
  • Making a clause in the original contract for the project to clarify the impact of adding any work or modifications to the project.
  • Putting an option in the program system to correct the transaction within three days of rejection.
  • An electronic platform that brings together the owner, consultant, contractor, program, and all documents related to the project.
